I would like to know what length antenna good for part 15 use on 540 kHz? Is it the full 3 meter wire antenna? Up to 9 feet? What should I use for a 100 mW signal on 540 kHz?

If you have the talking house transmitter, it is designed to run the full 9.8 feet. Cut some wire to that length, and the the built in atu do it's job.
Mir is right but the thing is...
At a low frequency down around 500 the 3-meter (10-foot) antenna allowed by Part 15 is not very effective.
What you must do is find a high AM frequency, as close to 1700 kHz as possible, because the 3-meter (10-foot) antenna is far more productive up ther on the band.
Let us know what you do.
And remember to keep the antenna wire as straight and vertical as possible.
Letting the antenna wire simply dangle down to the floor coiled up won't work very well.
