During conversation at Saturday's ALPB Meeting Radio8Z remembered a Part 15 rule from the old days that had a number which no longer exists.
Here are the Rules as they were in 1955.

Caution - This is a giant PDF file.

I especially liked the "All Clear" rules after the Reds have pushed the button down. And the ground conductivity got better where I live.
Back then the "Reds" were the Russians.
Now the Reds are the Replublicans and we have many Red States.
The Reds could still press the button.
I don't know. I can get the first two pages
and that's it.
When one of you guys gets a chance, you
might want to sum up the Part 15 (or whatever
it was then) rules for AM and FM(?) in 1955.
I do remember there was a field strength reg
for AM, and I think there was no "1/10 watt, 3 meter"
rule. This is very hazy, but the field strength reg
might have been different for the low and high ends
of the AM BCB.
in 1955, I was a year old. Not much happening with
radio then. There was a Sears Silvertone TV in the
living room around that time.

I downloaded the whole PDF and I'll try to isolate the Part 15 section, although I am not sure how to do surgery on PDF files.
It took about a haf-hour to download.
Maaybe you can sum it up in a paragraph
or 2 instead of messing with the file.
Nice of you to try.

As often happens, I've pointed down a 1-Way Dead End street with NO U-TURN.
The 1955 FCC Rules PDF File, 110 pages, ONLY covers FCC Rules Part 3.
The next choice is 1956, 141 pages, which ALSO covers only Part 3.
We can't get back to the past to see what it looked like.
Shucks.
That's OK Carl. Something will
come along. One or more of us
will track something down. Sooner
or later.
Best Wishes,
Bruce
When I built my KnightKit Broadcaster I wanted a copy of the FCC Part 15 rules and read somewhere that it was available from the Superintendent of Documents for $2. Since I was earning 35 cents per hour at the time this was a considerable investment but I ordered it. That copy is long lost but I do have one from 1966. Part 15.219 was Part 15.204 back then and it is essentially the same as the modern paragraph except the length is 10 feet.
There was 15.204 (d) which specified the RF limits into the public utility power line which is elsewhere in modern versions.

The real question here is: Who was the Superintendent of Documents?
