Your idea of a "plant" or spy placed here to prod us is an interesting one.
Carl, I don't really mean as a someone to spy on us.. but more so as a placed deterrent to try to nip potential legal unlicensed community broadcasting in the bud, much like the FCC audio division page ( http://transition.fcc.gov/mb/audio/lowpwr.html )describing "general information" about part15 broadcasting in which it states: "..On the AM broadcast band, these devices are limited to an effective service range of approximately 200 feet (61 meters)..", which simply is not accurate, however that public statement can easily give the impression to the general public that it is an official rule - which it is not.
What I mean is that perhaps he is a plant meant to discourage, and thus lighten the load of the agents who have to investigate when a licensed station feels threatened that their territory is being invaded and complains.
Just a thought (shrugs)
Well those who have studied the rules and the actual technical specifications already know that much of the "general" info on the FCC site and PDF's are for the average folks who unlike the appliance operators...need a little time to even find the power-on button...once they find the remote that is..and if they remembered to put fresh batteries in it...in the correct polarity per the diagram...if it can be recognized...but only to realize the batteries are dead!
Some juicy inside info...the field agents are spending far more time going after licensed services which are violating rules left and right..and more than once.
According to my contact down in Denver, the complaints received regarding a low power Part 15 station come from either a licensed station crying wolf, or some lonely soul who has decided to seclude themselves from society for some odd reason and literally just make trouble for everyone..including the FCC field agents...which find such individuals in need of a life. It is these pointless nit picking complaints that keep the field agents so wound up in clutter that it keeps them from doing their REAL job policing the licensed services.
They wish it would stop...all the senseless complaints that is.
But it is their job to investigate...no matter how silly or ridiculous it is. But my contact told me that if they had a nickle for every senseless complaint that came into the Denver field office, he would have retired a long time ago.
To all the nit picking no-life cry babies....the FCC has BETTER things to do...like making sure your favorite licensed station isn't repeating violations!
