If I built my 10' base loaded antenna under a power line would it affect my range in a negetive way?
(Also, I am not trying to take over the forums w/ all these questions, I guess I am just in the questioning mood.)

Basic rule of thumb... antenna and power do not play well together. Most local laws state that you must keep all devices at least 10 feet from transmission power lines, your local laws may be different. Transmission being anything that has not been stepped down to service level

Even if the line is only 220volts house service, I think I might try to move it. Any higher voltage and I would definitely get it out of there.

Greg raises a good point and remember that the utility company might have an opinion as well. If a line was to fall on your set up or if a service person needed access the utility might feel as though you were interfering with a right-of-way.

Oops! I almsot forgot - when BPL (see http://www.arrl.org/tis/info/HTML/plc/ for more info on that) comes to your location you'll have some possible additional interference, so that's another reason to avoid locating anywhere near a power line.

I'll go a step farther and say don't do it under any circumstances.

Experimental broadcasting for a better tomorrow!
