Is there anything that can broadcast a RDS signal to a receiver? I have seen some programs that do it but they cost allot and was wondering if any of you know of a free alternative.

After 5 min of doing a google serch I came across something called Stereo Tool. From what they say you dont need any specal hardwhere just there program. Here is a link if you guys wanna check them out ( http://www.stereotool.com/rds/)
RDS is not practical for part 15 FM. needs a 60dbu signal to work reliably.
Static rds will work reliably on far lower signal than 60dbu.
Dynamic rds needs a signal closer to 60dbu to avoid errors.
Also proper transmission rds injection level coupled with proper audio peak and bandwidth protection control are required to keep the 57khz baseband area clear, especially with dynamic rds.

There you go Stereo Tool is a great Compressor limiter and has a great EQ built in. You can set it for 75 uS EQ and there are some very nice presets to get you started. That tool will make your station sound very professional and you could experiment with the RDS as well. If I didn't already have NextKast and had to use SAM this is the program I'd use in the chain with SAM. It really does what SAM (And many others) can't do out of the box. It would be well worth it for you to go with Stereo Tool.
The RDS function of Stereo Tool doesn't work on most sound cards, or any intergrated soundchips. Additionally Stereo Tool requires massive ammounts of RAM when being fully utilized.

Rds out of a capable sound card means it has to be baseband mpx out, so requires a transmitter with mpx input.
Certified part 15 fm transmitters have left/right inputs that are internally pre emphasised and 15khz filtered, so as to make it easier to hook up domestic audio gear to, for cost and convenience.

Yea but the issue is they limit a majority of that unless you buy the program. The price for it is out of my price range 🙁
Yea I am doing this on my old laptop, not my built PC so the sound card in the laptop wont be able to do it.
Here is an overpowered fm transmitter with a magnet mount antenna included, 100mW could cover quite a bit of ground even with this cheap mag mount.
At any rate I have also seen some fm modulators that plug into the cigarette lighter in your car that include RDS. Link 2
I was considering buying the first transmitter just to mess with the rds.
china splatter box junk. look for a harris ms-15 it can be had cheap and goes down to single digit microwatts tpo al the way up to 20 watts according to my service monitor. probably goes down to nanowatts but my service monitor doesn't register that low it simply stops displaying power and frequency as if there is no signal when the tpo goes below microwatts.
What i find useful in using lower o/p power from a broadcast exciter is to use a known value attenuator.
For instance a 30db attenuator will reduce by 1000, so 1w in will give 1mw out.
The 1w can easily be read by a standard rf meter, whilst 1mw rf becomes harder to accurately measure.
I have a nice selection of accurate bird attenuators, i find them very handy !
