The Port recently installed some stuff that required 8" dia. PVC. There was about a 20' piece left over. I'm going to inquire, before it ends up at the recycle center 8 mi. out of town.

The goal would be to install a TX system inside it, with wire coil half-way up wound on the outside and cage monopole the last 10', all mounted with stabilizing cables on my boat.

Go for that chunk of PVC and carry forward with your antenna project.
From here on land the idea of operating from a boat anchored in the water is a very fascinating thing. Putting part 15 radio on top of that is fantastic and I am totally interested in following the story of "what happens next."
What a unique position you are in to test novel and unusual antenna/ground experiments.
Anyone have an idea what grade of copper mesh I should use for a cage monopole? ... cover for the PVC pipe.
EDITED - Perhaps I should be a little clearer, I mean, as hardware cloth, what mesh count, how heavy?
