Could I, realistically, obtain a high-quality low-power FM transmitter, calculate the loss for my feedline, then further attenuate the signal to be Part 15 compliant?

Part 15 FM requires a permanently attached antenna or a unique antenna connector to facilitate replacing a broken antenna.
