I was able to navigate to the file ok., but I've tried to download it about 5 times over the past couple days and have only been able to succeed with partial download.. Tried again tonight again tonight twice via these links with the same unsuccessful result

This is a real head-scratcher because the server from where the programs are downloaded is the same server it's been since day one. Over time only some page names and drawer names have changed, but it's the same website server as it was for every past show.
Maybe my web service provider (Internet Solutions) changed something with the way downloads work, I'll be talking to them about it.
Right now I can't think of a quick solution because this is the only download space I have to work from. Maybe the ALPB can provide a separate download server somewhere on their website, I'll ask at the meeting coming up on Saturday.
Zap zap!! My brain just thought of a workaround that might work... I could break the program up into 3 or 4 short parts that can be downloaded separately...
Rich Powers, what is the size of the partial download your system is able to download?
Hoping to get the whole LPH114 program to Rich Powers while we study the download problem, here is the show cut up into 3 parts that will play as a whole show in your playlist.
I do't know what the problem is, but I've actually had this problem before downloading the LPH, but usually after several attempts I was able to download, but this time even the smaller 3 part links you provided above didn't remedy the problem... It tries to download, but soon the download is "interupted", and when I click to resume it all I end up with is about a 4 or 5 minute long portion of the file..
I found a work-around however.. I put the link address to your compleate episode into the "URL converter" at http://www.zamzar.com/ and converted it to MP4 (I used the 48kbps version because the larger version would have required me to sign up and I didn't really care to).. Anyway, it converted fine, and I downloaded the full episode in a matter of seconds with no problem, and am listening to it as I type now.
Question is, am I the only one having this difficulty?
I download files frequently, and it's not uncommon for the file sizes to be much larger than one of your episodes, and I very rarely have difficulties or "interupted downloads", which is why I suspect the problem is not on my end..
But anyway, with the work around described above I do now have a copy, but it's the first time I had to do anything like that even with the LPH
It is very helpful to get feedback from both unsuccessful and successful downloads so that I have information to work with in solving the problem.
In the past download problems were usually just my mistake in entering a faulty download link, which gets fixed as soon as I know about it.
There is also an e-mail problem connected with my Internet Solutions account... some attempts to e-mail me get rejected, and I need to get on the phone and talk to somebody about these problems.
By the beginning of 2017 I hope to have found free ways of doing website, downloads and e-mails so that I can stop spending money on a website.
All those things aside, getting a reliable Low Power Hour to our stations is the main job.

Carl, I was able to download the file the first day it was posted.
So it's just me..
Well, I'm assuming it must be something to do with external network routes, and perhaps even service providers.. (my connection is through Infinity Wifi)
On my own website (of which I;ve always used a free hosting service.. 000webhost.com), I noticed one day (years ago) that anyone who used AT&T for their internet connection was unable to pull up my website, it wouldn't even acknowlege end80radio.com existed. (I tried myself on AT&T connections).
There was no problem accessing it through a Comcast connection, or through smaller service providers' but with AT&T it was a no-go.
The way I got around it was to configure my domain name through the cloudflare service (free), which does something I don't quite comprehend, but it solved the problem and now anyone is able to connect to my site through an AT&T provider since.
My point is, there are all kinds of crazy routes and different methods employed by different providers to enable proper and consistent connections between us on the world wide web, and apparently there is something between me and Carls server that just doesn't play as well as it should.
Bla.. bla.. bla... I only have the vaquest idea of what I'm talking about, but I'm sure there's some big grains of truth in what I just said.
They talk about AI (Artificial Intelligence) and predict that it will be smarter than humans, but they can't seem to produce virtual intelligence that can tell us exactly why a file won't download properly. So far, a lot of computer intelligence is just as clueless as we are.
It means a lot to get the feedback so we can analyze and try to fix whatever it is.
The truth is when something starts to work we consider it fixed, but often never know what was wrong before it started working.

Having worked in the AI field for a few years, I can categorically debunk the notion that, at least in the near future, computers will be smarter than humans. They don't even know how humans think, so I'm not sure how they can make computers 'think' better.
Generally, those statements are made by those who have no idea what is going on behind the scenes in AI scenarios (and so they look very impressive). It *is* possible to make a computer seem like it is smart in a very limited context, but when it comes to reasoning and logic and inference in the general sense, they're not even close.
So, Carl, we'll have to continue to rely on you and others to solve these kinds of problems for the forseeable future.
A DNS changer sometimes works. At my Stepmom's house I had issues with part15.us loading very slowly. Plus my website would not load sometimes. But using a DNS changer and setting it to Google's DNS it made load times 100% faster than having the default going to Cox's DNS. There is even a DNS changer for the Android that is FREE and works wonders too.
If that doesn't work well a VPN like BT Guard works well but you have to pay around $9/Month. Nice thing is that it also protects you from hackers and snoopers too. I've always been big in VPN's for privacy against traffic shaping from ISP's.
