I have been looking into the streaming concept on a larger scale and ran across a reference to Live365 coming back online, and then I noticed it on the other site also..
There is nothing on their homepage at present other than a couple of email addresses.
Being the person I am...more guts than sense! I have sent them an email to see if there is a time frame or details of how they will handle royalties.
I don't expect a response, but who knows. If I get a response, I will share the details here, provided they don't send a super top secret don't tell anyone clause...

I have looked at a couple of the providers your provided links to. At present, my listener base is very limited (by me), once I get the royalties thing taken care of I may move the stream to a public server instead of my personal one.
Part of the problem I have is some canned shows that don't have the music encoded into the multi hour programs to provide to a service like Stream License. Or, as some else posted recently, they play from vinyl, I am not into manual encoding at this point.

I'll believe it when I see it. After all, Winamp has been "coming back soon!" since 2014...
