trades? procaster? will swap the two CRL's and Rangemaster for a procaster.
i want a procaster because it is pretty much plug and play and i don't have to worry about input power and antenna compliance.
might trade the rangemaster (just TX no processors) straight up for a THII Ver5 and it's outdoor ATU setup.

The quote above implies "automatic" compliance with FCC §15.219 rather than FCC §15.209 -- according to the Procaster certification data submitted to the FCC that is, or has been publically available.
But cannot ALL unlicensed transmitters certified under Part 15 by the FCC for the AM broadcast band be installed and operated in configurations that are non-compliant with FCC §15.219?
IIRC, the FCC has issued citations to unlicensed operators using transmitters in the AM broadcast band having Part 15 certifications, when those installations were determined to be non-compliant with Part 15 by an FCC field inspector.
Note that my comments above are not "anti Part 15," rather they are the opposite.
I do recognize that absent legal regulation, everyone is free to operate as they wish.
some transmitters like the talking house II ver 5 are a gimmie when unmodified. if you just plug it in the wall use the included 3m wire there is no real way without modifying it to use it in violation of 15.219. it gets it's grounding via the ac system which arrangement was evaluated and passed during the certification process. using the external ATU with no gound lead gets it's grounding via the RG6 cable again an arangement which was evaluated and passed by the oet. so yes the THII ver5 and it's atu was meant to be plug and play with no need for external grounding to function optimally. the gray area comes with the chez (no need to worry about input power and antenna only grounding) and rangemaster need to worry about (antenna, input and ground) using it in a MDU complex where there is no access to dirt ground and the AC ground screw is the only ground you have. is the ground lead the entire electrical system or only the ground lead from the case ground lug to ac plate screw?

Perhaps.
But earlier in this thread weren't you describing the attribute/s that you attributed to a "Procaster," in preference to those of a "Rangemaster?"
the procaster has a fixed included 104 inch antenna and a fixed 100mW input. only thing which is a grey area is the ground lead issue which i did point out. the rangemaster can be adjusted up to 1 watt input and also can have an illegal length antenna in additon to the ground lead issues. while not a complete gimmie the procaster is much safer bet than the rangemaster. the safest bet is the THII Ver5 but you can't modulate it to 125% positive and it doesn't have balanced inputs or i would go with the THII Ver5 / External ATU over the procaster.
Fs: Radio Systems Phase II presently on 850 khz asking $600.00 shipped conus.
put a lot of thought into this
decided i need to finance a procaster
really don't want to sell but it seems none of the other equipment is moving very fast.
What is a "gimmie?"
THII ver5 in theory when unmodified should be a rubber stamp inspection pass.
it get it's grounding via AC ground and was certified in such a configuration so you don't have to worry about ground leads power input adjustments only thing you need to do is use the OEM power supply and make sure the antenna is no more than the length of the stock wire that comes with it.
