Appreciation Rich Powers for presenting portions of that paper as it is a very interesting look at the large scope of unlicensed spectrum consideration faced by the regulators.
The paper plunged into the awesome task of addressing the entire spectrum all at once and, in a rambling way, tried to touch upon the huge range of various devices and their different status as paid or free, group or individual use.

You know, all that sounds like the FAA's ramble of the sky is crowded and is why we do not have flying cars.

Enjoyed RFB's editorial analogy of the FAA loading the sky in the midst of overcrowding, and the FCC packing the spectrum mostly, in the end, in favor of big corporate profit for little throw-away devices.
The reason why part 15 AM will be left alone is because the AM band is an interference free-for-all zone with those buzz-saw HD transmissions and wide-band-over-powerline and light dimmers, et al..... plus there are so few of us and the spectrum isn't needed for anything more lucrative.
But FM is another matter. Watch out for the coveted spectrum up there.
There is no logical reason to prohibit legal part 15 TV transmitters, but there are illogical reasons on the side of TV stations, networks and cables. In their un-ripe imaginations they believe that their terrible programs will actually be watched as long as small (unreceivable) TV stations have no chance to show a good program or two.
The highway department is another game player. A super-highway allows speeds from which small errors at the wheel result in guaranteed fatality, which cuts down on the mangled survivors which slow up traffic while they're rescued, where repairs crews are scant inches from hurling cars, and all traffic to and from work and school is scheduled at the same time of day.
Solution? Reduce the population that wasn't allowed to use birth control.
Humans. You can't live with them. Without them you wouldn't be here either.
Try putting one of your LPH or other shows on a public access channel on cable TV.
Won't have a chance to even get loaded into the player much less seen on TV screens or heard in the speaker.
And remember, its called "Public Access".

Yeah.... I think the novel I posted above put everyone to sleep. I really got carried away with that one.
Well the posted info is great. But the infatuation with the subject is what is becoming tiresome.
I mean there are only so many ways to describe interference and the causes and preventive measures to avoid it.
After that...what is left? Thin air? Because that is all that there is left to extract on the issue.
My advice...accept the rules as they are, accept the interference, which rarely happens, and don't be the cause of interference. If these three very simple elementary concepts are that confusing..perhaps its time to take up a different hobby.
On to the next subject. How many ways to squeeze blood out of a non-existing turnip. Film at 11...podcast at 12, magazine in 2 months, white paper in 4, and billboard signs by year's end.
