Yeah, we discussed that a couple weeks ago. Everyone thought it would be grand to get a copy of that inspection manual.

the fcc is a government and regulatory agency not a law enforcement agency. they have no legal recourse to cite that as a reason for denial. all government agencies internal memo's, and any other documents that are not classified can not be denied from the public through a foia. i somehow doubt that 22 page document is classified.
we need to enlist the help of an attorney to get that document. an attorney could easily prod that information from them.
