http://www.publicnewsservice.org has a 6 minute Daily News broadcast option.
http://www.voanews.com has a 5 minute daily broadcast. but requires you also have an online stream, and sign agreement.
http://buzzburbank.libsyn.com has a daily 15 minute newscast. EDIT--actually Buzz Burbank is a weekly newcast, not daily.
Those are the only free short format newscast I know of. They are confirmed as part15 freindly.
For other free programs you can check out: http://part15lab.blogspot.com/2016/02/free-programing-sources-for-part-15.html but there's not much in the line of music there. I've also confirmed 4 or 5 other good programs not listed there at the moment, but will be adding them soon.. I need to break that list up into separate page catagories, not only to make it easier to find what your looking for, but also to make it easier to edit!
One of the best news shows is FSN News. It's not free ($15 per month) but for that you get a continuously updating show each hour, throughout the day, and a static summary show for the weekend. Their news is pretty objective, and not U.S. centric (i.e., world news). There are 3 flavors - 5 minutes, 3 minutes and 1 minute (the latter headlines only).
I agree, FSN is a good one which at one time many part15 stations used before they went to a paid service. Not sure how many still use them now.
Pretty tough to justify even $15 (U.S.) a month when most Part 15 stations have zero revenue. I used them when Artisan Radio was run as a business, and even for a while after. But eventually I had to pass.

No, it's not free.
But if you run it hourly 24-7 it's about .02 cents a show.
Since I run my station as a business I have a news sponsor. So I make money running it.

i can't justify any ongoing cost (beyond equipment) for my station since i make no money from it and i am on a fixed income.

he was big in the late 80's early 90's in NJ. i remember him well. probably something that would irritate my listeners although i personally find him funny.

Playing the same news program every hour or few hours gets pretty stale after a while. That's the big plus for FSN news - it updates throughout the day.
Agreed, that's why I air several different newscast, however it is worth noting that Voice Of America 5 Minute World News Broadcast is updated hourly, and it's one of the free ones.
I plan to only play CPR News 2 times a day 6pm and 10pm
