What is your motivation to provide information useful to comply with Part 15?
Because of the general lack of such accurate information, and the belief or at least hope that what I post will be appreciated -- at least by readers wishing to comply with Part 15.
After all, this is a website about operation under Part 15.

Then certification is useless. Certification is not a suggestion, telling people to go out and spend $15k on a meter.
My thoughts exactly on that one. If the FCC allowed an overpowered transmitter to be certified then they should eat their mistake and still allow that station to operate unless there is an interference issue caused by that transmitter. I've said that before in one of the FM initiative threads some time ago.
Reply to macdev...My thoughts also!...If a transmitter is certified for use in a given classification ....part 15(rss 210) or BETS-1 by the government agency who enforces the laws, me as a consumer can be comfortable using it as it has been approved. I am not expected to have a meter that is not affordable to most and the certification is my "licence" as in Canada BETS-1.

I came out against part 15 transmitter certification awhile back by posting and broadcasting comments about it.
It starts with a part 15 rule that makes it illegal to sell pre-built transmitters.
Transmitters may only be sold if they are certified.
Because of the certification requirement manufacturers who wish to sell part 15 transmitters must undertake the expensive certification process, and they sight this as the reason prices are so high for part 15 AM transmitters.
Yet, with no explanation as to the difference, the prices of most certified FM transmitters are quite low.
What is the political reason certification is required to sell pre-built transmitters? It has to be a political reason, because the rules otherwise allow home-built transmitters without certification. And by the way, it is my opinion that a kit is a home built transmitter.
Taken overall, the rules require the end user to be the responsible party for use of any and all part 15 equipment, certified or uncertified.
Therefore certification is useless and superfluous.
Do away with it!

How about cases where an FCC-certified transmitter is installed in a configuration far different than the configuration in which it was certified?
For example, elevated installation of a certified AM-band transmitter using the same input/output power and ~ 3-meter whip attached to its antenna output terminal as during its FCC Part 15 certification tests still can be non-compliant with §15.219, due to radiation from long, radiating conductors other than the ~3-m whip that are attached to that transmitter.
This situation can lead to an FCC NOUO, as history has shown.
Unfortunately this may be the result of following the suggestions of some posts on some websites -- even including those of some commercial manufacturers/dealers/installers of transmitters having FCC certification under Part 15.
Of course unlicensed AM/FM-band systems/operators are free to use whatever configurations they wish -- at the risk of any FCC actions that may ensue.
Presumably most operators would prefer not to subject themselves to the possibility of such actions by the FCC, which is the reason for my posts on this topic.
I would I could have afforded it at that price. I could have compared it to the SainSonic AX-05B. But I lost my ISP today. My room mates that were supposed to be helping didn't tell me the cable was in jeopardy. Plus Today I had to borrow $700 to pay the electric bill and I have a huge portion to pay on the gas bill again. I'm tethering from my smartphone to get on the net now. If you suddenly don't hear from me it means I ran out of data. I really hate this crap. I thought things were getting better and I would finally have extra money for my part 15 Radio. But you can have all the transmitters you want if you have no electricity and no home your in trouble. In this town its expensive here. Yes I wanted that transmitter and its a good price for it. I'll never see a deal like that again for a really clean FM Transmitter (If it ends up clean on the spec analyzer). As much as it hurts me again to have to let a good deal on a TX go by like this. Now I have to try to save my home, Electricity, and my Internet. What a PITA and you wonder why sometimes I go insane.

Hows the talking house working?...that idea of getting a piece of wood to fit in the bottom of the window frame and closing the window against that was great!
You can then drill a tiny hole in the wood and put the transmitter by window and get the 10 foot antenna to hang outside and ground inside.

The windows are painted shut and the landlord does not want me messing around with prying the window ipen. Its a 200 yr old house. I guess she is afraid of led poison or something. She is very picky. If I don't lose the home already because she overheard a conversation that I had while I was outside on my porch on the phone talking about antennas and how I wanted to get my AM station working. Plus I'm trying to get a ISP now to replace the one I had because I lost it. Lots of shell shocking blind sides Today I can't deal with the shock. Having to worry all the time about what I'm gonna lose next. Just as I thought things were getting better I find this. I'll have to see about an Inside antenna if I can even get my stuff together where I can afford to live without a dagger over my head all the time.

I am sure a lot of us lucky people feel bad for you, I know you're not looking for pitty, but I do feel your pain.
Have you considered relocating? Connecticut is known as the tax me to death state, but I'm not doing too bad for being on SSD benefits here.
I am not familiar with North Carolina living costs, but there are areas that the cost of living is not that bad. I am also lucky to have a landlord who is pretty laxed about what we can do here and at the same time, not live in a slum. This building I live in was built in 2007 fully loaded with modern plumbing and appliances, damn, we even have 2 in wall air conditioners and dish washer as part of the deal here. So I suggest you look around and you might just find a cool landlord, this lady is just too strick in my opinion, but I will stress, in my lifetime, I once had a landlady like her and I didn't stay long either.
I can't condemn people for caring about how their home is treated by tenants, but when you're told you can't even put an antenna in a tree that isn't causing damage to the home, it's time to move on.
The laws for television reception clearly state, your landlord can not prevent you from having access to television reception, whether its by cable or your own personal television antenna. If you can't afford cable, you have a right to use a television antenna to get your local channels. As long as your antenna is not in a common area, such as a walkway used by others, you're allowed to have such an antenna, you don't have to claim it is an AM or FM broadcast antenna, you simply claim it is for personal television reception, no one needs to know otherwise. Like that it's really a broadcast antenna.
But the restrictions you currently face and the roomates you currently have, in my opinion, just aren't worth the hassle. I think it's time you and the wife moved on to greener pastures and kiss that nightmare goodbye.

Its such a long story Bruce I could write a book. In short my two stepsons at first were very selfish and didn't see Radio as a valuable hobby/money maker. When my Wife was sick and I had to stay with her I back in 2010 said “While I'm gone make sure the cable is paid, send my License payment to StreamLicensing for my Internet station and gave them money and make sure my Cellphone is paid as I need it to monitor my station whem I am not home!” What a surprise it was when I went to make a phone call outside the hospital and check on the station I was quick to find that my cell service was cut. I blew a gasket and also quickly found that the license was not paid for at StreamLicensing and my Radio was about to be cut. I had to over draft my account back then to pay for stuff that they were supposed to be taking care of. I ended up losing the cell phone and went to another carrier and paid my bills on time till again my Wife was sick. Again since my stepson rather spend money on tattoos my Radio and Net was put in jeopardy again. The bills ran up to the thousands as he was Downloading ringtones on my cell plan. Lost another phone again. Finally had to go prepaid and pay outright. Mind you he was bigger than me and when he attacked his mom it took 5 officers to get him off. Long story short we almost lost our house because his ex girlfriend stole thousands from our bank account. I ended up eventually losing my first house on count of this. I can't buy anything in my name thanks to the abuse. He's better now, but still the Net is not important to him. If I played Rap and Death metal he would bend over backwards to be certain I'd never lose Net and the Radio would never be in jeopardy. Since Rap is a swear word in my vocabulary I won't stoop to ghetto music at any price. My Progressive Rock friends who have donated to the station will not be thrown to the wolves like other stations have done. Yes being a true Album Rocker is like an Elite Cult. We stick together and have little time for those who don't respect the Gods of Rock as they are to be called. It is a catastrophic dis service to all of the music lovers in the USA to be dumb down to the pig slop fed to us on many commercial Radio stations in the USA. So though it seems though the world is caving in on me I fight all the more harder to get the end result. I've sat outside in sub freezing temperatures to do a Radio show on public WiFi before. The station chugged right along. I've got a few donations that helped to pay the light bill a few times and on Tuesday the net will be back. We are also working on donations to get the power so it don't get cut. If I could get a house in my name yes Bruce all would be well but I don't have that either. Cabs ae expensive here as this is a military town. So I have to put up with a lot for my age and still keep going. The good news is that so far we'll be continuing to Rock out. My FM Transmitter does OK it don't bleed a few rooms away so maybe its not that dirty. If I could compare it to the Whole House 3 I would. Lets just hope I don't get a NOUO. I'd say probably not as I've been on since June 5th and not a sole has called the Rockline locally so who knows. Not the net stream gets calls and texts and occasional Donations. Some in the $200+ figures. That is how much Progressive Rock, Album Rock means to the musically oppressed areas where no good Radio is available on air.
To add to Mr Bruce's post.....not being able to open a window is rediculous. Windows were ment to be opened...how do you get fresh air? Hope you have good A/C inside.
