You’re Talking Too Loud…
You could over modulate the transmitter and produce splatter. That’s certainly non compliancy!
Easy
This one is so easy its ridiculous.
Just pull the PLL loop off the oscillator and let the thing run wild all over the dial. Remove low pass filters. Modulate with white noise.
Something is bound to qualify for non compliance!

About the Extention
My authority has expired from imagination, but perhaps the NALPB can grant “special authority” for non-compliance.
Another idea, draft a “Certificate of Non-Compliance”, then pay a Notary Public to sign and stamp the paper. That’s how I get my power raises.
