Again, the point here is not what that rule says, but the fact that it pertains to Part 15 but is not printed within Part 15.
Are there other misplaced rules somewhere in the maze of chapters, parts and sections which pertain to Part 15?

My best guess is it is placed in Part 73 because Part 15 pertains to technical subjects and station ID is an operating subject.
Nonetheless, your cite is good for future reference when ID questions arise.

It also puts to rest the argument made here and elsewhere that the FCC never intended Part 15 device to be used for broadcasting. Why else would they make a statement with regard to identification?

You are correct that this little rule says more than it says, and is like a permission slip to do whatever we want so long as no attempt is made to appear licensed.
It’s interesting especially now that the court has told the FCC it may not censor speech on licensed radio. Indeed it’s been said here on part15.us that we should also be careful with profanity on the public airwaves.
But even if it’s legal, bad language could still bring complaints from listeners and a followup inspection, so it’s probably safer for unlicensed stations to be careful with words.

“Unlicensed devices, which are permitted to operate under Part 15 (47 C.F.R. Part 15) of the Commission’s rules, have the potential to bring new and novel applications to rural America. The current Part 15 rules provide substantial flexibility in the types of unlicensed devices that can be developed, which has led to the large numbers of unlicensed devices currently available today…….. The current power limitations placed on unlicensed devices may, in some cases, obviate the option to use them to cover the extended ranges needed to serve rural communities. A more flexible spectrum use policy for rural areas may help to foster a viable last mile solution for delivering Internet services, other data applications, or even video and voice services to underserved or isolated communities. In this vein, the Commission is developing a rule making proceeding to explore whether emerging technologies such as cognitive radio could identify frequencies that are unused in a local area and make those frequencies available for unlicensed use; possibly at higher power levels than are allowed under current rules. The Commission also has identified a number of areas where unlicensed devices may be helpful in supplying communication services to rural communities.
