FM band should have been moved down into ch6 in a digital format similar to TV. bandwidth could have most likely been reduced to 50kHz in full digital stereo. no extra channels just a main digital channel. hmm wonder how many could fit there at 5okhz bandwidth? then we move all the FM down to this new band in digital and sunset analog on fm. after this is completed we move all of local, TIS/HAR and daytime only am station up to the fm band. by this time the traditional fm will have been cleared out and there will be room there for these new stations using 50khz digital transmission. leave the big 50kW power houses on am. restore AM to 15khz audio, require CQuAM,require GPS locked oscillators and proof of performance on arrays and audio chain for these licensed stations. don't cow tow to nab, and riaa by neutering this new lpam service but put rules in place to prevent the large non profits or big business broadcasters from usurping every available frequency. give the mid and X-band to part 15 am (actually as before give part 15 full band access) and a new licensed LPAM on a shared basis. remove antenna restrictions on unlicensed part 15 am. change the language in the input section from total to 100mW unmodulated output (there are meters available very cheap to hobbyists now that can measure this) and cap modulation at 125% positive and 100% negative. open 1710 for part 15 only.
oh yes totally disallow any form of digital on am. require manufacturers to make quality am radios again. the reason for leaving the 50kW stations on am in analog is to facilitate emergency information dissemination.= during a major crisis.

Have there been some kind of decisions made about the channel 5 and 6 spectrum which is different from "What Should Have Happened"?
Let me tell you what did happen.
The big corporate conglomerates, over time, along with lobbyists and broadcast organizations like NAB, shook the cash cow hook and bait in front of the FCC's face and convinced them to turn the entire spectrum into nothing more than pieces of real estate to be auctioned off to the highest bidder.
As long as that created cash cow exists, there is no way anything will change. Why kill the cash cow when it's giving them two things....money and control.
Even if expansions were to happen, those expanded bands will fall to the same real estate style auctioning and the mom and pop level stations and start ups will be in the same exact position they are today...with nothing.
It is not about serving the public interest, it is not about good quality radio, it is not how it once was.
It's all about profit before people. The $$$ are more important. Just look around...it is the same in other industries...that is...what little industry is left besides paper clips and toothpicks made with imported materials.
Don't kid yourselves. This isn't the hey days anymore. A whole new breed is in control and it is like a cancer that needs to be simply cut away, then real changes can happen.

My son's business is video production. He does a lot of work for Time Warner Cable and free-lances too.
He just invested in new wireless mics not too long ago because the FCC sold frequencies and moved services around. That required many wireless mic users to purchase new equipment on the new allowed frequencies.
Well, he just got word that a big chunk of the 600 mHz spectrum is being auctioned to the Cellular providers and again he'll have to change out equipment.
Part of this scenario will eliminate all TV channels above 35.
$$$ is the root of it all. What makes the most $$$ to the controllers is what will become policy.
Soon those small enterprises like your son's will be sliced and diced to the point where he will not be able to conduct business at all. And it is being done by design.
Chip away at the stone....there could not be any other way to describe it. Eventually that stone becomes nothing...and nothing is what we will end up with in the long run.

I think the root is much worse than just $$$. It's an insidious form of self-centered-ness, born of the same thing that has people addicted to worldly things: $$$ yes, but also drugs and alcohol, white-collar theft at corporate levels, oil-driven economies, corruption in government, magnanimously swelled egos, the list is very very long, docilely being led around like dogs in search of a few scraps, doing anything and everything to satisfy our desires ... part of the human condition at any level.
Further, we, the most powerful nation in the world, are step-by-step wiping ourselves out trying to play God, detective, traffic cop for the world, etc., while at the same time trying to rewrite history in our schools, distorting the meanings of words in our languages to where there is no "truth" anymore, depending on our "knowledge" to save us while we still continue doing those emotionally, spiritually, and physically unhealthy things ... another long list. Wears me out, gives me a headache just thinking about it!
This behavior has never worked over the long haul, and it never will. We all seem to have developed a severe learning disability, refusing to look at the past and take away those things which are good, right, and true, and have indeed stood the test of time, as if they were some sort of out-dated subset of the post-modern culture.
For me there is only one cure ... cut it all loose! Stop the behavior in myself first ... which, by the way, I've become aware is impossible without Help ... I'm addicted, too.
Maybe then I can begin to lay those changes before others, broadcasting it whenever and wherever possible.

I wouldn't get too excited there Carl. Chances are the intent is for stuff like cordless phones and garage door openers, personal walkie-talkie radios and things like that.
As I said...if it makes money for the controllers, it becomes policy. Part 15 radio doesn't make money for the controllers, so they are not going to put any special focus on us or our hobby..and that is the key word..hobby.

It's necessary to tell it like it is, as it is, for what it is and not pretend and flower up things and make sunshine and chirping birds when the dark cloud is overhead.
