An exception to the rule, as defined by RFB, is the Wholehouse 2.0 certified FM transmitter.
The only "antenna" it has is about 4-inches of wire, a button-type wire splicer, and a roll of longer wire with an instruction how to cut and attach the wire based on a wave-length calculation.
Still, even with all this, it does no better than a C.Crane.
Very few certified units such as that Wholehouse FM unit, or in the AM world the Talking House unit with it's external antenna, coax and ATU. These units were certified to operate WITH their included attachments, be it a whip antenna or a length of coax and ATU.
Operating those units OUTSIDE of, or using anything but, what was included when the things were certified..voids that certification and takes you outside of the legality of the thing as well as outside of the authorization to operate it as it was meant to be operated.
A good example would be that Wholehouse FM transmitter. It comes with a short wire, and a longer wire that must be cut. Ok fine and dandy. Does that mean you can attach a coax fitting, coax and outdoor ground plane to it?
NOPE!
Pretty simple.
So as to "exemption", there really is NO exemption. It must operate with what it was certified to operate with and what came with the transmitter...be it a short wire, long wire to be cut, or coax and external ATU like the TH units.
