So you ask, who is Vernal? No, it's not some guy I met at a bar. For one thing I don't go to bars, for another, it's not someone's name.
The "Vernal Equinox" I think is Latin. It translates to "Spring Equinox", which is half-Latin.
They call it a dead language, yet Latin is used by doctors and attorneys to encrypt their communications and keep the public from being able to understand the otherwise simple fields of law and medicine, and Latin America also known as South America consists of people who speak Spanish. It makes perfect sense.

Over at KDX Worldround Radio we celebrate the two equinoxes and the two solstices and have previously posted radio programs for Part 15 stations, but not this year.
There has never been any response from stations and our programs were never used.
The majority of people don't include such astronomically true and real yet amazingly silent events as equinoxes and solstices in their cultural activities because artificial holidays are noisy party times with colorful lighting, making them more appealing.
