Treaties? Yes, the inter-national agreements regarding spectrum use and call letter assignments. Mexico and Canada, for example, agree to 10kHz spacing on medium wave to avoid the hetro-dynamic whistles which would otherwise erupt. As you know, Canada uses "C" and Mexico "X" for their call letter desig-nation.
Some years ago we saw a PBS special about The Vatican, the smallest sovereign nation-state surrounded entirely by another country (Italy). This gave us an idea. We had already named our garden "Heaven", following a universe-wide search to discover that "heaven" had no actual location. That made our yard the smallest nation-state, surrounded by the United States, who obligingly collected our trash on the border. Our attorney asked if we paid property tax, and we informed him that we called it "foreign aid."
Since we here at KDX are already an independent nation state we could have a treaty with the U.S. allowing our clear channel 50,000 Watt station to operate as HDX.
Another idea, brand new as of today, is a system of franchises, which I will discuss when I return.
I'd name my micro-nation Radioland. I'd make a treaty with the US for a 1,000 watt unlimited hours AM station on 1610. If CHHA can cross the border at night, why can't I cross from Radioland into the US?
And who says the best virtual worlds only take place in a video game! :p

THE FRANCHISE PLAN
Part 15 is a franchise, a right granted to each individual by the federal god head.
Because every U.S. resident has a part 15 franchise, but the majority of the people don't use their's, I suggest that it would be possible to collect unused franchises by simple agreement between consenting parties.
For example, I would ring the doorbells at each home located 400-feet from my address, in a circular pattern at all degrees of the compass, and ask each person to sign over their franchise to me for 1640kHz, with the guarantee that if they ever decided to become a part 15 operator, we would help them find a different frequency.
Each time we collected a franchise we could add an additional 100mW to our RF final stage and another 3-meters to the antenna.
Having one central part 15 station would be the equivalent of having many separate part 15 stations.
There are no flaws in my franchise plan so I'm already making the rounds.
