Take note that it also says 100 microvolts per meter (uV/m) at 3 meters, not 250 uV/m @ 3 meters like that that is allowed from 88.1 MHz to 107.9 MHz.

Another indication as to why this frequency will never be allocated to Part 15 operators. This is the "guard band" frequency to VHF TV channel 6. VHF TV is NOT going away.
