The paperwork is about the only thing in the picture I imagined of an FCC agent. I thought they would wear a suit or something more professional that that outfit. Wow what a shocker.
NO FCC field agent woukl have legal cause to issue NOUOs to the operators of unlicensed AM/FM transmit systems which by FCC inspections/measurements, actually complied with Part 15.
But evidently,
1) the beliefs of the operators of those setups as to their compliance with Part 15 were in conflict with the realities upon which the FCC issued NOUOs to them, or
2) Observance of Part 15 was not important to such operators.

But keep in mind if you want to catch someone you dress like everyone else to throw them off guard and surprize them.

I do not find it so evident that Part 15 operators are uniformly at fault while FCC inspectors are holy in their faultlessness.

Neither do I -- only for those operators using systems that are non-compliant with Part 15.

I am OK with the way he is dressed. In the case of KENC, the station operator got argumentive and things went downhill from there. At least that is what I have been led to belive.
It sounds like if an FCC representative shows up and askes to see the transmitter or requests it is turned off the required thing to do is comply. https://www.law.cornell.edu/cfr/text/47/15.5
Also even if a transmitter is part 15 compliant if there is harmful interference the operator can be required to turn it off. So that is where transmitting on a channel a licensed station uses can be a problem.
The agent in the picture looks like a nice man.
