I have created a Part 15 vs Pirates information sheet for distribution to concerned members of the general public. I have attempted to keep this non-technical -- something an average person coujld read and comprehend.
Pending any possible changes, I plan on having a thousand printed, on shiny paper, by a printer, probably with a bit more color and some graphics, etc.
When ready I'll gladly send a supply FREE via US Mail to anyone who feels a need for some.

Tim, your Public Notice is an excellent tool for the all important task of defending legal FCC authorized broadcasting against the national crackdown on illegal pirate radio.
The PDF document is beautifully worded and explains with perfect clarity the all-important differences between the two forms of unlicensed broadcasting.
Already I have linked it in the news column at the ALPB Forum, and I hope you (Tim) are able to post it at hobbybroadcaster.
You contribute substantially to the cause of protecting and promoting Part 15 broadcasting, we have reason to be very grateful.
I think it's well written too..
But.. (and I think I might get my head bit off for saying this) There's one problem at the end, where links are provided for more information.. eh.. how do I say this..
For some one unfamiliar with Part 15, here is not what you would call a primary resource for Part 15 information.. Yes, there's massive reliable information contained within the present and years past postings, but it's not exactly the place to come and receive a precise and clear-cut definition and overview of exactly what Part 15 broadcasting is!
If you are going to direct someone completely unfamiliar with Part 15.. There's only one reputable place to send them.. There's a lot of "inititives" mangled in the discussions here, and there are only discussions here.. A person would have to spend days to get a basic overview of Part 15, and then would still be a little confused.
I love this place, always have, but it's not a choice location to send someone who desires to easily determine what Part 15 Broadcasting is.
(I'm holding my breath now)
There's a grammatical error at the beginning of the excellent info sheet.
"causes interference to licensed broadcasters, and ARE in violation" should be
"causes interference to licensed broadcasters, and IS in violation"
@RichPowers: I would direct newcomers to both sites - the one you are obviously referring to, and this one. Each has its strengths and weaknesses. This site is much more than just the Forum (although the Forum is richer than the other site - just my opinion). If one just looked at the Forum at that other site, they would see scattered, multiple topics, many not even related to Part 15. That's just the way Forums are.
Agreed.. I too would point to both sites. My primary point is that a forum discussion on any site may not be a good landing page to initialize a familiarity with Part 15. The "home" page of HB is without question the best place to land. It encompasses it all with clarity.

Deciding on a link (or even to include one) is tough. While I agree the landing page for HB is quick, easy and concise, the "extra level of security" there makes the page unaccessible to many. Neither my two Macs, nor any of the PC's at work will access even the opening page unless I choose a newer and more recent browser than what both I at home, and the staff at the station prefer to use. I prefer a site that works for the largest number of the population. Not everyone is using the most up to date browsers. They've made it quite clear they don't want you visiting that site unless you're running the latest most secure browsers. It's more secure than all my banks, credit cards, stock trading, and mutual fund account pages. But maybe I could add it as another link? Hmmm.. Nothing written in stone yet.
And to be clear I'm doing this as myself, not as an ALPB sanctioned letter, or anything else like that.

Indeed, we respect and admire your independent authorship, and I think what I might present to the ALPB; or someone else might bring it up, is the idea of "adopting" or "endorsing" your letter, or simply "re-publishing with permission", whichever is most suitable.
It's a great letter and needs to be circulated.
Pirate Radio in that sentence is singular (which is why it should be IS). If you had used the term Pirate Radio operators, that would be plural (and you could use ARE).
I don't think Tim meant "Pirate Radio" as singular .....................

Pirate as a class is plural "All the pirates",
Pirates as a category is singular "Pirates is a category".
I sound right to myself, so suggest that Tim has decided that, for his document, "pirates" are a class.

Reminds me of Bill Clinton's what is the meaning of the word "is". I see all this discussion about English grammar concerning just a couple of words and wonder how there will be any kind of agreement about bigger things like the Initiative, etc.
I think Tim meant "pirate radio" as well "licensed broadcasters" are a class. Good thinking Carl!!
Back to basics, Tim it's a good sheet, very clear!!! Even I understand .......... ahum.

I'm not usually so pedantic but public communication creates an image. You can bet the FCC doesn't send anything out before thoroughly checking it.
