I am not sure I understand your question.
Yes, you can build all of your equipment; antenna, transmitter, audio mixer, etc...
But, your station is still required to meet FCC rule Part 15.239 which governs field strength, harmonics, etc...
Some want to use directional gain antennas but the field strength rule still applies such that your signal can be reduced to undesired areas but must not exceed the set limit in the desired direction. That doesn't help much unless there is someone you don't want receiving your station.
If using a certified transmitter the certification may be invalidated by using an antenna other than supplied with the transmitter.
RFB / krocks radio one uses my old LPB FMS2000 cable modulator and a Ramsey TM-100 dipole for his 15.239 setup he calibrated it to 250 uV/m @ 3m with his motorola RD series service monitor and a calibrated dipole. and it is legal. he has been investigated and found as such by fcc denver office.

COuld i broadcast on am with 1.8 watts? Does the fcc card about am?? what if the transmiter is fcc aprroved and also the antena could i use it?
Yes, as long as the field strength limit for AM or FM operation is satisfied you can use whatever combination of transmitting equipment and antenna you desire, AM or FM.
The FCC will care if they either receive a complaint or happen to stumble upon your signal and your signal is obviously more than the typical 100 mW Part 15 AM transmitter. I'm sure they will investigate your station. Same goes for an FM that is obviously much stronger than would be expected.

Why would you ask "Would 1.8 Watts be acceptable;" have you not consulted the FCC rules for Part 15 in the Homeland (formerly the U.S.)?
