Below are links showing the input data and the resulting field strength zones, using the information shown in the STA application posted by RFB.

RE: I ordered a new 5/8 GP antenna to replace the old one that I was going to use but it has a matching problem.

Hopefully this comment will not be pounced upon as negative, but the STA application showed 15 watts ERP both in vertical and horizontal polarization, while a GP (Ground Plane) antenna as installed normally is vertically polarized, only.

If the station is to transmit 15 watts both in vertical and horizontal polarization, then for a c-pol transmit antenna the transmitter output power will need to be a bit more than twice what is needed for linear polarization.

The coverage plot linked below shows the result for 15 watts ERP using vertical polarization.

The coverage plot accounts for the effects of terrain elevations in that area (30" database), but not for buildings or other made-made structures.

Valid points Rich. And don't worry, the current owner of the license and application to the STA will be made aware of it.

That ain't me BTW.

But there is a meeting with that owner today as a matter of fact. It will, and was going to be brought to his attention at that meeting..along with a LOT of other things. That antenna..ie 5/8 wave GP is the immediate fix that "I" could afford to put the STA into effect, effectively until that C-Pol is obtained by the owner.

If you examine the map, the main portion of Casper is being served. There is Evansville, Mills, Bar None, and Paradise Valley, which are all "separate" little towns of themselves.

Adding: I hope this thread does not turn into a nth degree nit picking of this and that. And at the moment, I dont have enough materials to build a C-Pol, if I did, there would be one up there now.

You're welcome. I'm done commenting on this, although I expect no one should characterize it as nit-picking that a licensed station not operate at 1/2 of the total ERP authorized by the FCC. This seems to be supported by your comments about the way certain licensed stations operate/operated in your region.

I think your headline is a bit misleading, that's all......

There's no "history in the making" at all because a Part 15 station has NOT been granted authority to do anything special at all.

A commercial station has been granted an STA to transmit 15 watts erp from a location where a Part 15 station is/or used to be, and some of the equipment being used to run the station belongs to the Part 15 station operator.

I think that's great!.....but not the earth-shaking event that is implied by your first post.

Everyone is entitled to their opinion. I've given mine, which to me is the most important.

But have no worries, the only one to worry now is the owner who's decided to violate some more. No one looses anything anyway since its the same song and dance all over again.

Only one who will loose will be the owner. You and I and everyone else will go on while the owner deals with the 16 years of outstanding violations..and attempt to defend those violations.

Should be interesting don't ya think?

Or is it more important to thumb down those who operate legally by tossing them all into a suspicious bucket?

Never mind...a lost cause..as all of this has turned out to be.

It amazes me all this negativity about this.
What is wrong with some people here, always knocking some one else down.
This is a good thing RFB and I wish you all the luck.
Its not every day that some one gets a chance to go further in radio especially with the stupid rules you have to put up with there.
Again good on you RFB and keep the sounds rocking.

Thanks Jonny C. It's always pleasant to hear good wishes when things are at their worst.

Perhaps I should inform on the latest developments.

The ownership has made a fatal decision.

The ownership has decided to violate the STA requirements and turn off the temporary facility, meaning turn off KMLD 94.5 since it had been on for 2 days.

The STA requires the facility to be operating while the new tower/tx is obtained and ready to go.

There is no tower site, there is no transmitter.

I contacted my friend in the Denver Enforcement office to inform the FCC about the turn of events. Fortunately I am at no risk with the owner's decision to go against the STA requirements. And that was my biggest concern. Since someone else owns the license, and signed on the dotted line, and is the one responsible for adhering to the rules and STA requirements, it was their "Fatal Decision" to shut off the temporary facility.

Its a shame too...people were tuning in, spreading the word, etc. Now when they all woke up this morning, got in their cars to go to work, take the kids to school etc, they found yet again a blank spot on the dial at 94.5Mhz.

Very difficult to increase sales when you shut off the venue that brings you those sales. And there was already some avails that were sold, now those will be lost due to the owner's fatal decision.

Putting the horse before the cart, turning the horse 180* and expect the cart to move forward when the horse does.

It's difficult to play tug of war with yourself.

Would the owner be able to sell the STA to us ?
Would the FCC Allow a transfer to a new owner ?

STA's cannot be transferred. Only the primary license can be transferred to new ownership.

STA Authorization

I call everyone's attention to the 2nd paragraph, criteria 2.

"(2) STA facilities must continue
to provide service to the licensed community"

And special thanks to Rich, who graciously ran the analysis and has provided the information to show that criteria 2 sub-criteria 2 was also met. The temporary facility did in fact cover the city of license..ie Casper.

I'm confused.

The owner pleads his case to RFB to operate under the STA in order to maintain the KMLD license.

2 days later the owner tells RFB to shut down?

Is there any explanation offered by the owner for this latest action? I'll have to re-read all the posts as I may have missed something.
