While it would not be compliant I wonder if assuming the formula for OCFD antennas 34/66% that considering a 3meter whip with a 2 meter radial(s) would result in maximum radiation of a elevated Part 15 transmitter. Maybe Rich could weigh in?

Not sure what is meant by this description.
What is the physical orientation of the "2-meter radial(s)" with respect to the 3-m whip?
Normally both sides of a dipole lie on the same longitudinal axis whether it is center-fed, or off-center fed.

I meant modleing similar to the Windom with regard to dimension calculation.
