Checked this out and was looking for the Industry Canada certification on the label but only saw the FCC one on the bottom. Maybe interested at lower price but I thought Decade's all were Industry Canada Certified for BETS-1 ? and the number was on the transmitter also?

I replied via e-mail that they were Industry Canada certified but need to clarify that reply.
The Decade is RSS-210 certified (it's in the documentation), which has the same field strength requirements as Part 15, and the same technical specifications as BETS.
There is no Industry Canada certification for BETS. You just have to show Industry Canada if they arrive at your door that you meet BETS requirements.
When I purchased the Decades (a number of them), they were tuned to meet Canadian BETS field strength requirements. As I stated previously, they already meet the remainder of the technical requirements.
Canadian regulations are confusing due to the additional governing body of the CRTC (they're responsible for broadcasting content), which basically instituted BETS and the accompanying CRTC exemptions for broadcasting. And if you think it's confusing for FM, just look at broadcasting in AM (BETS regulations are governed entirely by field strength, and there is no 100mw rule).
