Of course, most people are referring to this as the "White Spaces" rule-making for networking components... However the rules don't specify what kind or type of content can be transmitted (not that 1 watt will get a TV signal far)... Could be interesting!
I wonder if this means that in the future low powered TV transmittors will be allowed to operate. Almost like Part 15 AM and FM transmittors. Like a more powerful version of the Ramsey TV6C.

As I recall, there was a post about a proposed rule making regarding Part 15 TV devices. Well, it's become law. What does it permit?

It mentions using TV channels 2, 5 & 6, and 14 upward.

but i just cannot find it on part 15.us. It's there somewhere. At any rate, i can see this being useful as a complemting station to our AM/FM signals. But i too need to read the fine print better to grasp the meaning of these new rules.
Then there is the need for the transmitter from a manufaturer that will access the database and sense tv stations before choosing a channel we can operate on. Then... lol we have to wonder if we could even afford such a transmitter since i have not seen any mention in this notice that homebrew transmitters are allowed for use under the new part 15 addition. So to conclude my rather muddled response, now we must hurry up and wait...some more.
