Can't read the Dutch details but I wonder if there's a big cost and other hurdles before you actually get the license.
Could anyone do this from their home, for example.

Reading the comments I see that they've made it impossible to actually do this from your house. For one thing it's like LPFM in the United States whereas you have to belong to or form a company. This means Municipal involvement. I don't see this helping to alleviate the piracy issues down there because of the way they have this setup.
When I first started to read this I was excited but quickly the air was let out of my sails when I seen the cost it will take. I'm only hoping that the United States will somehow allow 4 low power hobby radio at a reasonable rate or if not for free.
