we driffted of so far from the original topical which was the Ramsey FM100B.
I really like that transmitter but when I called the FCC they said even if I had
that transmitter measured out in compliance with it only reading
250uv@3meters that I could not use that transmitter. I really do not see why.
They just said that it was not a legal device. I am not sure if I just got a hold of
a person who did not know what in the workd they were talking about ,or if
they are so keen on people buying only FCC certified transmitters..
Really I do not know, but for a transmitter that only goinng to get out 200 to
400 ft on the average for distance. It seems to me it really does not matter if the
signal does not even make it off your own property. I live on a large farm and I use
AM to get the distance. Well enough on these topics. I just get a Decade transmitter,
or some other FCC certified transmitter.

you got an agent that didn't know what they were talking about. i would talk to the district director and get their opinion not their field drones.
i had one filed agent here tell me i could use an fm cable modulator for fm adjusted for 250uV/m @ 3m but i could not have an antenna plus coax more than five feet.
the district directors are more on the ball than a possible newbie agent you might get.
and get it in some sort of writing from the director.

At this point I am going to get a decade that claims that their transmitter
puts out the full max 250uv@3meters and take measurements with my meter
and see if the meter reading match what they claim. Also I am going to ask them to
check and make sure the transmitter right at 250uv@3meters . This way I have
a reference point to mark on my meter. If I use the same antenna everytime hooked
to my meter and mark where 250uv@3meters come up in the meter. Well I will
always know where not to go above on the meter for future transmitters I have.

i have a newer decade ms100s (in the metal not plastic case) less than a year old straight from the factory unmodified i paid $515.00 (still have the receipt somewhere) plus shipping on it. i will sell it for $400.00 shipped ConUS or i am willing to swap it for one of the two FIM's you say you have.
if you choose to do the swap i can do it on the 3rd of january when i get paid and can ship.

In addition to field strength meters, there are ways to use a spectrum analyzer to compare transmitter outputs.
An article in the current edition of Radio Magazine shows how to build a spectrum analyzer using an inexpensive Raspberry Pi together with another accessory.

My spectrum analyzer is a self-enclosed unit (somewhat expensive) but here's how I compare part 15 FM transmitters.
As laboratory references I have two FCC certified units, a C.Crane and a Wholehouse 2.0 transmitter.
Placing them an equal distance from the spectrum analyzer and see that both transmitters put out exactly the same power level.
Therefore any other transmitter placed at the same distance and viewed on the screen can be adjusted to match the known power level.
