I'm not saying the conspiracy theories are all wet but...
Our City put 7 sirens around town. My department is responsible for maintaining them. They are tested the first Thursday of each month for good reason. We have found problems occasionally which without testing, they would have failed when needed. And they have been used for tornado alerts.
Along with the sirens there is an AM TIS station used to broadcast emergency messages when the sirens sound. It runs 24/7 with weather forecasts, PSA's, newscasts, etc. Just no music. I'm responsible for maintenance, programming and operation.
I don't know why or how we got the GRANT money to do it but most likely it was FEMA.
So far, the majority of the public is OK with it.
It's like our traffic signal system which I also maintain. Put in new in 1996, one roadway included state of the art VIDEO vehicle detection to replace pavement loop wire vehicle detection. On average there are 6 to 8 cameras per intersection. In addition each has one pan-tilt-zoom survalance camera. Everyone was a little nervous about the cameras.
Now, I've always been told there would be a BIG BROTHER watching, I just didn't know it would be ME! Actually, we rarely look at them, only when a problem with the signal is reported. And as the survalance cams have failed over the years, the administration cringes when I ask for funds to replace them. So usually, I don't.
So what am I rambling on about? I'm in the middle of the supposed conspiracy and know nothing about it.

RCH would have a filed day if they scheduled this thing on the 19th day and half (19.5) and ran the test for 33 minutes originating from stations along the 33rd parallel in the hyper-dimensional plane linking Giza and Cydonia together with a blue-beam emitting from the cap stone of the Great Pyramid and the nose of the Face On Mars. 😉

I heard one of our shows talk about the coming asteroid, with the accompanying rumor that it could hit the moon or land in the Pacific. Maybe the moon will land in the Pacific, or maybe the hosts were kidding.

It means that for the last few years, FEMA and DHS have been installing transmitters at every LP1 location across the country.
These stations are completely self contained, have their own power source and source of audio...the "sister" link to the current big brother's link they are about to test on Nov 09.
They are meant to take over if a major disaster happens such as a massive CME takes out the power grids and regular stations themselves. These "FEMA RADIO" stations are fully equipped and capable of protecting themselves from EMP and CME discharges.
Their transmitter shacks are literally "Faraday Cages" and their antennas and towers are also protected by direct grounding techniques, which means the entire antenna and tower structure is nothing more than a huge ground rod in the air, like that of a lightning rod. When the safety equipment detects no damaging charge or other risks are present, it "cuts loose" its ground rod way of life and turns into a working antenna/tower RF radiating structure.
Yep...the one button wonder has already established its own radio network...right in front of everyone..though not many noticed.
What I find ironic is that if there is a massive CME or EMP discharge and knocks out the power grid and electronics, and if everyone's radios and tv's are zapped out, who the heck is going to be able to tune into these "FEMA RADIO" stations???

Well considering they are there to take over when the normal stations are taken out, they will use whatever frequency is being used by the regular station so that the community does not have to go hunt for it. They simply tune to the same frequencies as before.

It's a matter of priorities. We spend billions in paying interest on a trillions debt that never decreases but rather keeps increasing..as does the interest being paid but the principle never gets paid.

After reading most of this thread, I have discovered that the skepticism that has captured the attention of the "99 percent" exists here. The EAS should allow broadcasters the opportunity to help control the chaos that comes with anarchy. I believe that, "My people perish for a lack of knowledge."
It would seem that the brain-trust here, either doesn't know about the real National EAS test, or prefer to hang-out with the ignorant. I engineer and operate a "nationally participating" EAS station and there is much more than revealed here with this test.
I have been preparing for months for this test. Correcting ENDEC settings, received signal levels of the "LP" stations, back-up links, links with local EM people and agencies and the proper audio levels for the re-transmission of the national emergency test message.
Plus, the one thing not talked about here: that the results of the local test will be electronically filed directly with the FCC.
Finally, I have been involved with emergency messaging all the way back to the original Conlrad system. It has never been perfect. The people who continue to point to the systems shortcomings without offering real-world system-wide solutions are actually tomorrow's anarchists. I'm just sayin'...

As you claim, you have been doing this for years and still currently doing so. Out of all that, since when have you ever seen the FCC massively advertise a test just prior to it being performed?
Just what makes you think no one else here is currently involved with a licensed station dealing with EAS anyway?
Ignorance is going with the wind whichever way it blows. I don't think anyone here is ignorant or hanging out with ignorance. People are going to question and investigate. To not do so only invites ignorance.
I don't know about you, but I do not just take big brother's word for everything just because they say so and flash it up on screens with fancy graphics and a nervous announcer who cannot even say "don't worry it's only a test" without adequately hiding the blip in his voice while he says it.
Obviously there is far more to it than simple testing and if you look beyond that EAS handbook and the false front being flashed right in front of you every single day, you might just find out exactly who is hanging with the ignorant and who is not.
I will ask you just as I asked everyone else here. What reason has big brother given you to just arbitrarily give them your trust so easily? Or is it something else up in the sky that convinces you everything is peachy hunky sunshine.
Wake up and smell the rat in the house. Trust me, when it all goes sideways, those you so willingly put trust in will not be around to help you or anyone else out. You will find yourself amongst all these ignorant folks telling you "told you so".

Unless they hand it to you on a silver platter with a big bright neon lit sign, or tell you in whisper behind closed public not invited meetings, your just as out of the loop as we are, even if you are working for them.
Its a need to know scenario. If it was necessary to let you know the details, they would tell you. Taking care of a TIS station is no position of warranting the need to know. Thus the only option is to dig deep and find out all you can and then come to a conclusion.
I will say this...at least no one is predicting some rapture and striking out several times over the years, most recently in May and in October.
So who is the ignorant? That question is for Mr. Johnson.

The word "ignorant" is based on the word "ignore."
Since all we have talked about during this long thread is the forthcoming EAS Test, we have obviously not been ignoring it.
And if the one overlooked detail, report filing, doesn't explain the underlying meaning of the unusual nature of this great TEST, we remain, not ignorant, but uninformed.
In short, the esteemed gentleman who found our discussion lacking is also uninformed, or, ignored our key questions.
