I have no plans to add time announcements, weather reports, or other live content.
Can someone recommend good software for this application? I want to burn MP3's to a CD in the order that I want from a library of several hundreds files.

Actually, that sounds like a cool content solution. My CD based MP3 player (iRiver) will happily accept standard format MP3 playlists. These can be generated with a number of applications, but I'm lazy and I just use WinAmp. Just create a playlist in WinAmp and save it. You can edit it with Windows Notepad if you're careful, because it's just a text file with a special suffix of m3u or pls. Add that file to your burn, and your player will check the disc for the playlist file and if found, will search the disk for each file and play them in the order you specify. With many players you can create several lists and select at will, allowing you to shake up the mix without reburning a CD.
