Nice looking transmitter unit and the specs are great. The simplicity of operation is definetly a plus as well.
However, upon closer examination here are what the published specs say: Input Power - 5 watt, FCC Compliance - Section 99 - Part 15 Compliant. The input power level and the "section99" make this transmitter, even though certified, illegal to use for Part 15 FM broadcasting. Additionally, a look at the antenna system tells me the field strength would be thousands of times greater than allowed by Part 15 for unlicensed broadcasting.
This transmitter could be used for a school campus radio station as long as the signal doesn't go beyond the boundaries of the campus very far (200 feet or so).
The Decade is still the "out of the box" legal champ for Part 15 broadcasters.

A Landmark webpage says that the "S99" version of their Pro-S series is Part 15 compliant. Presumably that one has an integrated antenna and has been tested to meet the Part 15 field strength limit at 3 meters.
But the version in the Landmark photo that was linked here in an earlier post shows that a separate dipole antenna is supplied, so it's unlikely that system would meet Part 15 FM.
Also the FCC equipment authorization STKFM350 appears to apply only to the Landmark units shown in this link http://landmarkfm.com/others.htm -- not to the tx and configuration pictured with the separate dipole antenna.
So anyone thinking about using or recommending these devices as Part 15 compliant maybe first should ask a few questions of Landmark to be sure they have the right information.

i could not find that pic when i made the origional post.
this transmitter has a unique design. it's made and was certified with modules. A RF Deck and the Audio Deck. the modules are switchable. Ie: Balanced pro in's or RCA unbalanced in's etc.
the one certified and the one they sell for part 15 has a wire antenna directly attached to unit. beware the ones sold by "gear123" on ebay are the high powered non certified versions.
