"Interesting" is understated.
The report claims that the system described would be used to "help" the civilian population. What did I miss. Since when is that something the military is known for doing.
But IF it were used against the civilian population, although the report doesn't say it will be, in what way could it be negatively employed?

Yes I was very concerned. This was sent to me by a fellow amateur radio operator who lives in this same area.
