we have comcast here in the apartment. so i took a 75 ohm ground block and hooked it inline with the tv cable and grounded the rangemaster to it. result was anywhere in the building all over 3 floors and the basement car garage gets my signal is loud and clear. few feet from building it dies. my guess is anywhere in the surrounding buildings that cable goes gets a clear signal.
That indeed is interesting. I have never before heard of exactly that sort of thing happening, so to me it's a new experience in Part 15.
I would also wonder if perhaps your signal is following the cable to other buildings in the area without radiating much outdoors in the air.
I hope other, more experienced engineers comment on this in case there might be a down side.

Operation in this manner also follows the 15.221/15.209 rules. At 100mW there should be no issue with interference.
Coverage area will vary, but not unheard of for an AM CC signal via the tv cable to cover a several block radius.
