it's not legal under 15.239. 87.9 is not a valid frequency for part 15.239.
There are no broadcasters in Florida licensed to air on the frequency — 87.9 FM — airing the uncensored rap music. The broadcaster doesn't state call letters and the broadcasts aren't always on. The closest licensed broadcasters on that frequency are in New York and Chicago.
Where did they get info about New York and Chicago?
I think New York and Chicago have "Franken FM Stations," the nickname given to LPTV stations on Channel 6 that use their audio to act like they are FM stations.
