Maybe you could put the output of your mixer into the laptop mic input (which may need an attenuator if you can't turn the board level or mic input down far enough.)
You should be able to get the board audio from the laptop audio output which could feed your transmitter. If you can't get the board audio from the laptop audio output your board may have an auxilary output or you could split the board output between the laptop and the transmitter.
Hopefully that will send clean audio to both the transmitter and the UStream site.
Its hard to see in the Goodwill Store picture but it looks like there are two stereo outputs. I can't quite read the lables.

Okay yes that's the mixer! Told ya it's a rare one. Yup, two stereo outs. So you're saying I have the mixer audio go into the laptop and have the tx audio come from the headphone jack? I can do that, but then I couldn't use my laptop for audio which I need for songs on my computer and my intro piece.
Since you have verified there are two stereo outputs, I'll assume "Main" and "Record", you should be able to use one for the input to the laptop and the other to the transmitter.
I'm assuming both of these outputs follow the "main" output fader. If so you should be good to go.
You may still need an attenuator on the laptop "mic input" if the output of the board is to much for the mic input.
I'll assume, based on your statement, your hookup would be as shown below except that you connect a radio to the laptop "mic input". You might try connecting the "record out" to the "mic input" instead. That assumes the laptop audio out does not include the mic input or there would be a feedback loop.
Okay I'll try that. But again I need audio from my laptop going into the mixer so I'm kinda in a bind here.
Well, it seems you were doing the same thing when you fed a radio into the laptop. I'm assuming you were playing tunes on the laptop at the same time fed into the board but that point isn't clear.

With the radio going into the mic jack, I was just using either the turntables or the laptop for songs. So yeah, I only have what I can work with. For now, it's just a matter of myself moving around the wires to rid the buzz, because I don't have the proper wires to try a new set up. Until I get some more RCA to 3.5mm cables, I'll just have to stick with what I got. Thanks a lot for the help though! I think actually I got the levels right, as I tried out earlier and heard to no over-modulation on the ustream, and the buzz was limited so that's good.
