Here is a NEC4.2 analysis of the fields from a horizontally polarized dipole over a path ranging horizontally from 3 to 30 meters, and vertically from 7 to 17 feet above the earth.
The transmitter power was set to produce the Canadian BETS-1 field limit of 100 µV/m, at an elevation of 7 feet AGL and 30 meters horizontally from the transmit antenna. The transmit antenna elevation was set at 7 feet above ground level (AGL).
Note that the fields vary considerably both with their distance from the transmit antenna, and their height above ground.
This system would be non-compliant if the fields were measured 17 feet above the earth, 30 meters away from the transmit antenna.
