Wow. This calculator does illustrate how low the FM power limits are for Part 15 operation.
The FCC dictates that a licensed commercial FM station must have at least 70 dbu signal strength over its community of license. For your average 50,000 watt equivalent FM, that signal strength reaches out to about 20.5 miles.
For a legal Part 15 FM, that signal strength reaches out to about 5.6 *inches*.
