Transmitters not certified at all(Chinese ones) and way more power than legal are sold right in the US on Amazon and Amazon Canada.

Still up to the operator to know if they are over powered or if their transmitter practices good engineering. The FCC rules clearly state this.
I would suggest a spectrom analyzer if you can afford one.
