What part of the US do you live in, Rural, Suburban, or Urban? If you are in a rural area, operate courtiously, and keep in good terms with the community you may not have to worry too much about the f/s limits and such. Where I live, my nearest neighbor is 1/3 mile away from me, and I have had an FM transmitter for almost two years now, and have had no problem. I also have an SSTRAN AM transmitter, which is part 15. It's up to you. If you have been operating for four years with your 10mw tx, and have had no negative feedback from anybody, keep on operating.
