Fake part 15 transmitter?

So I was checking out some of the FM transmitters out there and I came across the SainSonic AX-05B. Reviews show that this is illegal to operate without a license. From what I have read about it is that they use to be FCC certified but took that away. Is this true or false? 

(No I don’t have plans on buying it just wanting to see which side of the argument is true)

I was the unfortunate fool who wanted to save money and instead of buying the Whole House FM Transmitter 3.0 for $125 at wholehousefmtransmitter.com and if you like them on Facebook you can save $25 and it becomes like 90 something. I bought the SainSonic AX-05B for $54. It arrived on June 5th 2015 and The Legacy first aired on 96.3 FM. I switched it to 500 mW since their low power was -48dbm and that would not leave my front door. But I quickly learned at 500 mW I was bleeding the whole dial on a boom box up to 10 feet and it would start to go away after 50 feet. I got a Radio later from a friend that did shortwave and it was a better Radio than my boombox. I used low power -48dbm to broadcast the ALPB meeting to my Radio so I could walk around the house and help my wife and still hear the meeting. As soon as a little over modulation occurred the protection circuit on the Radio popped and the radio would mute. So checking for spurs and harmonics junk I quickly learned this transmitter is a piece of junk emitting pollution all over the bands from 2Mhz all the way up to the frequency I was actually transmitting on and beyond that. Ouch no wonder my TV would hum when I was on air with this thing it was coming in on the IF frequency. If someone had known anything about Radio they would have made a complaint about sudden interference in my area and I would have been toast. At 500 mW it went out a quarter to one half mile on a car Radio but when I sat on my porch at 500 mW there were places where I heard BUZZ BUZZ all over the FM band and it caused static while I was transmitting. I pulled the transmitter off air because of this erratic and unsafe behavior to the Radio spectrum. Putting that transmitter on air is unsafe and irresponsible and as soon as I seen this I pulled the plug immediately on it and don't plan to use it ever again at this state. Radio Brandy said at 500 mW it would throw junk at anything in close range of it. Now I have medical and police that are less than ¼ mile away from me and this transmitter can interfere with those services. Plus you interfere with Ham Radio or worse yet aircraft and you'll find yourself in a whole heap of trouble and for very good reason. Just you interfere one time to a Ham operator on 2 meters or 6 meters and your all done with any chance of ever starting part 15 again. I never got a NOUO and it was a miracle I didn't get one. I use to think this transmitter was a gold mine but it really is not. Even though the Whole House FM 3.0 is a bet over part 15 you probably won't be bothered in a desert. But the SainSonic AX-05B? That is the Devil's toy.

Aww I can see why people were going rage on the amazon reviews. Ya I did dig a bit more into some china transmitter and all I can say is that from what people say they are a mess. If you mess with Air or Emergency frequency’s then you are in for one hell of a blow. I have looked at the Whole House Transmitter and as in my other post would like to try the tinfoil trick on that. I bet I can get much farther with that than the cheap one I got off eBay. I might do that after I try it out with my TH5. Since it seems the AM band is a bid dead, has more open frequency’s, and will likely be in less trouble than the FM band I think I’m going to keep my internet station on the AM band.
