I have emailed Public News Service numerous times in the last year or two, and finally received a reply a couple of days ago, I will be adding it to my blog along with some other programs later. but for now here is a copy and paste of the response I rercieved,

Hi, Richard - small shop, snowed under in more than one way. 🙂

1) you are welcome to use whatever you like, credit Public News Service  and/but/however,

2) it would make our fundraising work much, much easier if we KNEW who was using our content.

Please, a favor, on your blog can you make a pitch for them asking to be invited to our private site for journalists/media that has lots more content - all for free?

Action item:  Email  [email protected] with your name/frequency or if  they primarily radio or TV or online or print /contact info (email/phone/address)/estimated audience of whatever size/and what state/s you want to see content from, and you’ll be invited to that state/s’ private website to see content.

About 8,000 outlets use our content now, and they are all welcome to it, but raising money is hard – and doing it the way I outlined ensures that we can keep creating the content to share.

Many thanks Rich Powers for your continued efforts to gather this information about PNS (Public News Service).

KDX carries these daily newscasts every morning, and now, thanks to the message from Lark Corbeil, I'll be able to supply everything he asks to make the association a balanced one.

Also, excellent work on your part R.Powers compiling a central database of the best program sources.

By the way.. Carl, I think you were the one who had alerted us to the new food show BITE from Mother Jones http://www.motherjones.com/media/2016/03/bite-food-politics-podcast-trailer

Their first 2 episodes are already available here: http://feeds.feedburner.com/bite-podcast

I also received conformation from them for part 15 stations..

In general, yes, we’d be happy to allow you to rebroadcast Bite over hobby stations.
 
Logistically, I’m not sure how you would get ahold of our audio and broadcast it over your stations. Could you please describe how that process works? This is our first foray into podcasts, and almost all of our “reprints” up to this point have stayed in the medium of text.

By coincidence, Richard Powers and all, I just aired BITE Episode 2 last night, which I think is about getting the right balance from a vegon diet. It's very well done. Not the meat! The show.
