I have a question regarding programs that have commercials in them. If I understand things correct part 15 stations are non commercial. So if I have a show that is pre recorded and has commercials can I still play the show as I am not gaining anything from it or do I need to edit those out.

Part 15 operations are not non-commercial, in part because part 15 operations aren't subject to any other special regulations. Licensed low power FM operations and TIS stations are strictly non-commercial but part 15 operations are not prohibited from airing and/or charging for commercials.
The rules allow just about any form of communication on the broadcast bands with part 15 devices. You can send music, voice, data, telemetry, or dead air if you want. Way back when, I used my trusty KnightKit AM broadcaster to remotely detonate M-80s. Could end up in jail if I tried that today couldn't I?
There are other FCC rules which may govern content. For example, you are not permitted to use station identification which may cause a listener to conclude you are a licensed station. You may not broadcast "obscene" or "objectionable" material. Let common sense be your guide.
