Brooce you have a good suggestion and I will cover these Homeland vs. Canada Land FM tests as a "Low Power In the News" event for the Low Power Hour No. 101.

And TheLegacy, we are covered based on your suggestion: "When you do the tests for the members of the ALPB could you record it or put it on Youtube or maybe yet an FTP server for only members so a troll can't try and narc you out?"

Since Carmine5 has pronounced us as "living in fantasyland" and "magical thinking" and "insane," try these on for size:

1.)  This Canadian BETS FM test is a radio dramatization based on a fictional depiction;

2.)  The Low Power Hour is now coming to you from Canada.

Carmine5 is a peer of Rich.

FCC Part 15 and the Old Canadian DOC were supposed to be harmonized to enable free flow of goods across the border.  Somewhere the emission requirements in the 88 to 108 mHz area got lost in translation.

Actually, Canada's RSS210 and Part 15 are almost identical.  I consider the BETS regulations to be an added class of unlicensed service, specifically for neighbourhood or community broadcasting.  I believe that that is the approach that should be taken if we decide to petition the FCC to get extra range on FM (i.e., something equivalent to BETS).

I think that we would need to consider whether the 1000uv/m at 3 meters maximum field strength is what to go for, or perhaps something a little more.  Doubling the field strength effectively doubles the maximum range you can get on a sensitive receiver.  But as I've found in my research, the receiver sensitivity drops off considerably from car radios (as an example) to typical portables - by factors of 5-10 (which means that you'll get, line of sight, 5-10 times less range).  So while you might be able to hear a signal transmitted with a field strength of 2000uv/m at 3 meters up to 2km away with a good car radio, you probably would be looking at 200-400 meters with that typical portable - and that's not including obstructions, which can decrease the range significantly.

400 meters is what we should shoot for in strength.  It would cover a good sized trailer park or development.   It probably would be possible.

Mr Blare wrote in a post at this link http://alpb.boards.net/thread/185/carls-fm-laboratory :

... Mid-way through the Canadian BETS Phase of the Testing, we were pestered by an enforcement stickler asking questions about our "authority" to transmit at Canadian signal levels within the U.S., so we've moved the project to the more receptive haven here on ALPB premises. ...

What is the need to relocate such posts on such subjects to a "more receptive haven?"

Technical truth will apply/prevail on any website, will it not?

Either way, there was no need to harass him. These test are extremely brief, extremely important, and completely harmless. It seems to me like someone is going out of their way to make sure we fail.

I've asked for Canada and New Zealand members of the ALPB to perform the tests for us.  First at the BETS leval and next throwing the transmitter back to USA part 15 levels.  They can record the testing and to be sure to not infringe copyright (yes I got that game too!!) there will be a 1 Watt 1 Watt in the left channel and World Wide World Wide in the right channel) so we can see the difference.  Now go back to your little officer at the FCC and tell them WE ARE NOT GOING TO DO THE TEST IN THE USA.  One narc down another to go.

"Evasion" (Post # 50) is a prosecutorial word.

Your function is surveillance, not prosecution.

Little narc boy didn't stop the tests, just changed how we conduct them.  Now we do them in a place where FM is already welcome.  I know he really wants that 2 meter ICOM tranceiver, but not gonna happen Today and no one is gonna take the ALPB and make it look foolish or ruin it for their own gain.  I've seen this done befoe on other boards and this one is not the only one this happened to.  Don't give up.  FM FM FM

I can easily do this test for you!....I am in Canada so no laws will be broken as I will be at or below Industry Canada rules. I have the decade's which are set for BETS(am using the CM-10 currently), and a wholehouse 3 which I can use as it came out of box certified for USA part 15(regular power setting). I can have them right here in house where I broadcast from all the time and then do the car test and portable test. The portable test can be done with a Tivoli Pal or Geneva radio which are better than typical portables. Also have a sangean PR-D18. I stopped using the wholehouse quite a while ago because of the problem of it being so sensitive to overmodulation even with the compressor and couldn't get up to the volume of the other stations so it's still sitting here.

Was surprised to see you had to abandon the test you were doing.

When I do this I will post on here.

Was thinking in the past of joining the ALPB but can't be at the computer on certain times for "meetings" but that forum looks interesting.

Mark

Mark you are the welcome new project manager for the FM Laboratory, which attracted barking and honking here in The Homeland (former U.S.).

Thank you for saving the project.

While you are getting set up I found this:

In doing some research on the WH3, I came across Amazon reviews. There are SO MANY people that say "I listen to it in high power mode" without giving it a thought. How come nobody went after them?

Mark: Thanks for running the tests in the Great White North.

"There are SO MANY people that say "I listen to it in high power mode" without giving it a thought. How come nobody went after them?" Answer: Because of the Fudge Factor a private person who is a Pro broadcaster told me about that is why.  Look people on Youtube have shown video's and their faces too of how to turn up the power on the C.Crane and Whole House FM Transmitter 3.0.  Plus as I've said before though the field strenth is 250 uV/M does NOT mean your transmitter is guaranteed to put out the FULL legal LIMIT.  That said is why they didn't get busted.  If the FCC really wanted to they would have done so.

Next: since we're talking about the whole house FM transmitter 3.0 can you Mark after you show your results for the Decade CM-10 which is set to BETS set the power on High on the Whole House FM Transmitter 3.0 by holding the mute and cycle button till you see the lightning bolt and see if the Whole House FM Transmitter 3.0 will give the SAME distance as the Decade set to BETS.  If so we know that the high power of the WHT is really BETS.  then switch back to USA setting by holding mute and the cycle button for 10 seconds and the lightning bolt will turn off and your back to stock power.  Thanks again Mark for saving us from those who want us to fail.  We hope you'll become a member.  Even though you can't make every meeting. Oh and FM FM FM!!

The Wholehouse 2.0 Transmitter located in the Internet Building in the Center of North America has been switched back to 15.239 compliant weak power after being "Out Of Service" since being pepper sprayed by loudly voiced claims of violation accompanied by the public humiliation of prolonged finger-pointing for having conducted a brief test in the Canadian BETS power mode.

Mr. Carl Blare is seeking sanctuary at the Ecuadoran Embassy with the prospect of discussing low power radio with Mr. Julian Assange, American Hero in the correct way.
