I calculated that this person was using 20 watts and probably was using a TIS/HAR transmitter with anywhere between 20-30 watts of power depending on the gain of the antenna....
9nw is not the 100mw the FCC defines as the Part15 power for AM and this amount of RF would go no further than the room the transmitter would be in!
Reading my post more closely, you will see I wrote that 9 nW was the power actually radiated by the antenna, and not the tx input power. Part 15 AM antenna systems aren't very efficient, and even the best of them radiate far less power than the transmitter supplies to the input of the antenna loading coil -- even with a good ground system. Poor ground systems reduce it even further.
