Strictly speaking, it is sixteen times the power. Power corresponds to the square of field strength.
But don't immigrate to Canada yet! You won't like their taxes. There is nothing as expensive as second-rate health care that is "free." You'll have to come south of the border to get decent care, anyway.
Even with this considerable increased in power, the amount that is allowed is insignificant. A microwatt is high in comarison.
Yes, the maximum allowed unlicensed FM signal strength, even in Canada, is miniscule; that's why they allow it. But as I stated in my description of Artisan Radio, with the 100uv/m @ 30 meters limit in Canada (in the U.S. it's 25), you can easily achieve 1 km range on a car radio with 40db quieting (almost no noise).
There's an interesting sidenote to Canadian regulations. We have the 100mw limit for unlicensed experimental AM transmission, but if you are considered to be broadcasting, you are limited to a signal strength of 250 uv/m @ 30 meters. And the definition of broadcasting is so broad that pretty much anything transmitted can be considered broadcasting. So an unlicensed AM broadcast station in Canada (if you want to be legal) is much like unlicensed FM in the U.S. - unuseable.

Since several "variety" format FMs are now on the air in my market I dropped the "Musicbox" brand and website.
I have merged all of my radio ventures into one site at http://www.wjjd1160country.com.
Both my web stream and Part 15 run country/classic country as "WJJD The Big Country Giant."
The station will be 6 years old this July (2010).

I used to hear the original WJJD, Chicago, 1160,
here in Connecticut in my early days of
AM broadcast band DXing. I believe it was
50,000 watts, day only. I used to hear it
around sunset. Then it would go off, and if
I was lucky, I would get KSL in Salt Lake City.

Rock 95.7 fm has moved to 89.9 fm and has taken on the name
Radio Dizzy 89.9 fm . Our format is a mix of classic rock, podcasts, news from FSN and whatever we feel like playing at any given time.
AM 800 is in-house reception only using the SSTran fed into 10 ft piece of coaxial cable wired backwards. This station only transmits when I am in the mood for hearing music in glorious Amplitude Modulation.
Until we get our station computer fixed, Radio Dizzy 89.9 fm will be operating in the evenings from 5 pm to 10 pm.

It took me a whikle to get all the permissions, but I did, and have morphed it into WJJD - Big D Country.
That way we get to have T-shirts and such without infringing on licensed folks territory.
82% of the folks I talk to prefer country - so that's what I play as the primary format, with some Christian music on Sundays.
