Somehow arguing the actions of an agent in one state will allow more range everywhere is naïve. If the NAB is anti LPFM and they did an incredibly good job of limiting the potential of LPFM, why do you think any sort of unlicensed range increase will ever happen? The range allowed on FM was designed to be poor. A part 15 transmitter operating right at 15.239 limits 500 feet in the air has about a 2000 foot range to 1 dBµV/m contour. That is not a feasible mounting height and it is a signal that is not usable for all but the best radios in the quietest RF environment.
If someone wants more range they have two options. Be a pirate or buy air time from a licensed broadcaster. I would rather buy as much Sunday air time from a licensed station as $10,000 would get me than pay $10,000 for a NOUO/NAL for being a pirate.
