It was pretty obvious even back in 2017 that the FCC didn't apply any process to weed out the obvious spurious comments in the debate - https://www.bloomberg.com/news/articles/2017-11-29/fake-views-444-938-russian-emails-among-suspect-comments-to-fcc
The FCC got what it wanted.
