I've never used a VPN before, never felt inclined to, but I can understand people want their privacy.. but if your living in Utah, they are now illegal to use.

That's pretty stupid. And frightening, actually.
There are lots of valid reasons to use VPNs, particularly in countries that monitor and restrict free speech. That could be the U.S. in the future (it's already happening!).
Basically, what Utah is saying is that if we can't identify you, you can no longer use the Internet. Regardless of your intent. Forget about trackers - this is the ultimate one. Government tracking.
I can only hope that Utah is an outlier.
